What the system does

The national payment platform of the Accountant General’s Department. Payment instructions are raised, authorised, and settled through it, and reconciled against the daily settlement file.

Interfaces to systems we do not own

PayNet RESTful API Bidirectional

Payload — Payment instruction out, settlement acknowledgement back.

On failure — Retries carry an idempotency key. Unacknowledged instructions are held and reconciled against the daily settlement file, never resubmitted blind.

iGFMAS RESTful API Bidirectional

Payload — Payment voucher out, payment status back.

On failure — Requests are queued on timeout and replayed in order. Status mismatches are raised in the daily reconciliation report for a named officer to clear.

Merchant Bank RMA RESTful API Outbound

Payload — Signed remittance message set.

On failure — Rejected messages are parked for manual release. A financial instruction is never resubmitted automatically.

Payload — Employee master, cost centre, organisation structure.

On failure — The last successful snapshot is served with its timestamp visible to the user. The delta job re-runs on the next cycle without operator action.

Firebase Cloud Messaging FCM HTTP v1 Outbound

Payload — Leave and claim approval request.

On failure — Approval state lives in the portal. The notification carries no decision, so a lost message cannot approve or reject anything.

Payload — User principal name, enumerator role.

On failure — Enumerator devices hold a signed offline session so field work continues without coverage, and sync re-authenticates on return.

Firebase Cloud Messaging FCM HTTP v1 Outbound

Payload — Survey assignment, sync prompt.

On failure — Notifications are advisory. Every assignment also arrives on the next authenticated sync, so a dropped push loses no work.
